The Municipal Clerk serves as secretary to the Absecon Council. and is the custodian of all minutes, ordinances, resolutions, contracts, deeds and archival records of the municipality. The Clerk’s Office issues dog, liquor, and raffles licenses; registers voters; and provides general information to the public.

Duties of the Clerk:

  • Serves as secretary of the municipal corporation and is the custodian of the municipal seal.
  • Serves as Custodian of Records responsible for implementing local archives and records retention programs as mandated pursuant to Open Public Records Act (P.L. 2001, c. 404, N.J.S.A. 47:1A-1 et seq.).
  • Prepares Council meeting agendas and records minutes of Council meetings.
  • Retains the original copies of all ordinances and resolutions.
  • Serves as the Chief Administrative Officer in all elections held in Absecon, subject to Title 19 of the Revised Statutes.
  • Serves as Chief Registrar of Voters in Absecon, subject to the requirements of Title 19 of the Revised Statutes.
  • Serves as Administrative Officer responsible for the acceptance of applications for licenses and permits and the issuance of licenses and permits, except where statute or municipal ordinance has delegated that responsibility to some other municipal officer.

The owners of all dogs/cats seven months of age or older are required to annually apply to the licensing clerk of the municipality in which he or she resides for a dog/cat license. In order for the license to be issued, the owner must present proof that a licensed veterinarian has vaccinated the dog/cat against rabies and that the duration of immunity from that vaccination extends through at least ten months of the twelve-month licensing period. An exemption to the rabies inoculation requirement shall be granted if the owner presents written certification from a licensed veterinarian that the dog/cat cannot be vaccinated due to a medical condition or course of therapy.

Fees are set by municipal ordinance:

  1. For the period commencing January 1st through March 31st:
    1. Neutered or spayed: $10.00
    2. Non-neutered or non-spayed: $15.00
  2. For the period commencing April 1st through December 31st:
    1. Neutered or spayed: $15.00
    2. Non-neutered or non-spayed: $20.00

Do I need a permit to hold a yard sale?2026-06-30T20:05:10-04:00

No private sale or private auction shall be conducted within the City of Absecon unless a permit shall have first been issued by the City Clerk permitting the same.

No permit shall be issued for more than two consecutive days, and limited to two per location a year.

Upon filing written application with the City Clerk stating the date and place where the private sale or private auction is to be conducted, together with the filing fee, the City Clerk shall issue a permit authorizing the same.

There is a fee of $5 for the issuance of the permit.

The following information only applies to couples being married in New Jersey, and reside in Absecon. Applications are done at the City Clerk’s Office by appointment only between the hours of 9:00 AM to 4:00 PM, Monday-Friday. There is a mandatory 72 hour waiting period before a license can be issued. Call 609-641-0663 ext. 100 to schedule your appointment.

Items required for both applicants at the time of application:

  • Proof of Residency. (ex: Driver’s License, Lease, Tax Return)
  • $28.00 CASH, CHECK, OR MONEY ORDER
  • One Witness over the age of 18 with photo I.D.

Helpful, but not required documents:

  • Birth Certificate with parents’ information
  • If married before, Death Certificate, Annulment or Divorce papers.

Applicants must know their parents birthplaces, mother’s maiden names and the wedding information including information of person officiating.

How do I apply for a domestic partnership?2026-06-30T20:02:41-04:00

New Jersey has adopted the Domestic Partnership Act which grants certain rights to same sex couples or opposite-sex couples over the age of 62.

 

A “Domestic Partnership” is created by the single act of issuing a Certificate of Domestic Partnership. This “Partnership” creates a relationship that is not equal in all respects to the status of a “marriage,” but rather one which offers several financial benefits that married couples enjoy, including the ability to file a state tax return and to enjoy the rights to have access to and speak for their partners in certain medical crises.

There are no requirements to “solemnize” a Domestic Partnership in order to validate it.

 

Requirements:

1. Both persons have a common residence and are jointly responsible for each other, as evidence by the showing of a deed, mortgage, lease or bank account, or designation as a primary beneficiary in the other’s will, insurance policy, or retirement plan, or joint ownership of a motor vehicle.

2. Both persons are agreeing to be jointly responsible for each other’s basic living expenses.

3. Neither one is married.

4. Neither one is related by blood or affinity up to and including the fourth degree of consanguinity.

5. Both are of the same sex, or they are two people age 62 or more who are not of the same sex.

6. Both are choosing to share each other’s lives “in a committed relationship of mutual caring.”

7. Both are at least 18 years of age.

8. Both are jointly filing their Affidavit of Domestic Partnership.

9. Neither has been a partner in a Domestic Partnership that was terminated less than 180 days prior to the application, unless the previous partner has died.
